Friday's D3 Daily Action: Americans' access to insurance is under attack. Be an Open Enrollment Resource

The Open Enrollment period for the Affordable Care Act is Nov. 1 - Jan. 12.




Many working people miss out on this opportunity. Be a resource in your community and remind your networks about this critical time!


Insurance Under Assault

Trump cut the open enrollment period in half nationally -- from three months to 45 days. The federal enrollment website -- not our Colorado one -- will mysteriously shut down nearly every Sunday during the period. And federal advertising to promote enrollment has been cut by 90%. We're sure he had good reasons.

But Colorado is Colorado, and our state has stepped up to offer a longer enrollment period, all the way to January 12th. According to one source, fully 20% of the expected 35% average individual market 2018 rate increase was caused by Republican efforts to undermine the exchanges.

The good news is that enrollments are strong so far this year. 


Open Enrollment 101

Open Enrollment is the public's opportunity to buy health insurance for the coming year through one of the state or federal insurance plan exchanges created  by the Affordable Care Act, AKA Obamacare. In Colorado, we have an exchange called Connect for Health.

For working-age folks without insurance plans provided by an employer or other party, this is their main chance to shop for subsidy-eligible plans that scale with their income. This period is also the only time that most people utilizing ACA exchange plans can make changes to their existing policies or fringe benefits.  For those on Medicare, the enrollment period is Oct. 15 - Dec. 7, and this is their chance to remain on the main Medicare program or enroll in supplemental programs. 

Individuals with incomes below $48,240 and families of four with incomes below $98,400 qualify for premium tax credits, though every individual and family should check their own eligibility. 

Chances are you know a few people in your community who may not be aware of the Open Enrollment Period for either public exchange insurance or Medicare.

#KillTheBill:  TrumpCare is on its last legs. Now, it’s time to finish it.

Two Republican Senators—Jerry Moran of Kansas and Mike Lee of Utah (thank you for your calls!)—will oppose TrumpCare. That means that Republicans DO NOT HAVE THE VOTES to pass the bill.

This is huge news, and it’s a triumph for the hundreds of thousands of people across the country who called, protested, and showed up to district offices and town halls and rallies to fight for our health care and our lives.

But let’s be clear: this fight isn’t over. Majority Leader Mitch McConnell will pull out all the stops to pass an ACA repeal bill. In fact, after failing to get enough votes to pass this most recent version of TrumpCare, McConnell has now indicated he will try to ram through a straight repeal bill. This is a last-ditch effort—and the only thing that will finish TrumpCare off for good is a wave of constituent power.

Call the six Republican Senators who are on the fence about Trumpcare.  Let them know that you vehemently OPPOSE.  We need only three Republicans to reject Trumpcare to stop this devastating and unpopular bill.  These Senators are the ones who can make or break this fiasco of a bill that affects us all.  Even though we are not their constituents, we are their fellow Americans.  Keep the pressure on!

Last week, the Republicans announced their "new" Trumpcare bill. It's as disastrous as its nearly identical precursor. It kicks tens of millions of Americans off health care, ends Medicaid as we know it, and defunds Planned Parenthood.  And in some ways, this new Trumpcare bill is even worse than the last one. It guts protections for people with preexisting conditions—that can be anything from cancer to pregnancy to mental illness to diabetes to addiction.  

Even though the vote has been delayed by Mitch McConnell, it is important that these key Senators hear from you NOW.  Tell these six senators that you oppose Trumpcare and that it's wrong to take health care away from tens of millions of Americans.  Time, and number of calls, are of the essence!

Keep speaking out on health care.  Now is the time.  Senators are using this week’s recess to gauge your needs.  Call them TODAY.

The Senate is in the midst of holding closed-door meetings to draft their version of Trumpcare, and all signs are pointing to it being just as bad as the House version. Let Senator Cory Gardner & Senator Michael Bennet know you’re watching.

Script: Hi. I’m from _ZIP_ calling about healthcare. I would like _NAME_ to fight for my right to affordable, quality healthcare coverage. Specifically, (list what you want). Ideas:
1. No gender discrimination.
2. No lifetime caps.
3. To cover all pre-existing conditions.
4. To cost less than $X per month per person.
5. Comprehensive Medicare and Medicaid.
6. Start pressuring health insurance companies to decrease costs.

Last month, members of the House rubber-stamped this administration's irresponsible Obamacare repeal plan, which, according to the Congressional Budget Office, would cover 23 million fewer Americans. Members of Congress are putting their own constituents' lives at risk, and it's unacceptable.

The bill is now in the Senate—and senators are meeting behind closed doors to draft their own version of it. It's crucial that we make our voices heard on the disastrous impact that repealing Obamacare would have. Get in touch with your senator now.

Let Your Senators know that you expect them to oppose ACA repeal.

TrumpCare now moves on to the Senate where it will need a simple majority to pass. Unlike House Republicans, Senators have said they want to know what the full impact of TrumpCare will be before they vote on it. They will wait for a CBO score before moving forward, so it will be a week or two before any vote can occur. But they have already started negotiations, which means the time to put on the pressure is now.

Let Senator Cory Gardner and Senator Michael Bennet know that TrumpCare is unfixable (Below are 10 reasons why). Tell them you expect them to oppose ACA repeal.  Remind them that they will have to answer for their vote for the rest of their career.

10 Reasons why TrumpCare is a bad idea:

  1. Takes away health care from 24 million Americans. This is according to nonpartisan estimates by the Congressional Budget Office (CBO). This will result in 24,000 - 44,000 more Americans dying every year from lack of insurance. Not to mention medical bankruptcies, lost wages, untreated illnesses...
  2. Hike deductibles by $1500 on average. TrumpCare pushes Americans into low-quality, high cost-sharing health insurance by providing meager tax credits compared to the Affordable Care Act. This is the opposite of what Trump promised in his campaign.
  3. End the federal protections for people with pre-existing conditions. TrumpCare incentivizes states to drop consumer protections, meaning insurance companies will be able to charge people more if they have a pre-existing condition. 130 million Americans have a pre-existing conditions. People could face premiums well over $100,000 a year.
  4. Allow insurance companies to charge older Americans significantly more for their health care. A single, 64 year old adult making $26,500/year would have to pay $14,600 in annual premiums—a 750% increase from current law.
  5. Cut $880 billion from Medicaid, a program that more than 70 million Americans, half of which are children, rely on.
  6. Put lifetime and annual benefit caps back on the table for even those with employer coverage. This means a baby with a serious medical condition could use up its lifetime limits in the first month of life under TrumpCare.
  7. Make women pay more for health insurance than men. Because insurance companies could charge more for pre-existing conditions like breast cancer or assault survival and because pregnancy care no longer would be a required benefit, women would once again pay more for health care than men.
  8. Defund Planned Parenthood. Nearly 3 million Americans, especially women and families, receive affordable health care services annually at Planned Parenthood facilities. TrumpCare prohibits any funding from going to these clinics.
  9. Harm children with special needs by cutting Special Education funds for schools. Medicaid funds a large portion of education for students with a variety of disabilities. Buried in the bill is a provision that no longer recognizes schools as required Medicaid providers, on top of the massive cuts to the program.
  10. And, it does all of this in order to pay for $600 billion in tax breaks for the wealthy and corporations.

Fortunately, the Senate is different than the House. It moves slower and is responsive to different pressures. That’s why you’ll have real influence over TrumpCare at several levels during this process moving forward.  We need to stay on top of this.

The House will vote TODAY to repeal and replace Obamacare.  Today could determine whether Trumpcare dies or lurches lethally forward.  Rep. Scott R. Tipton is on a SHORT LIST of representatives who are leaning yes, but who are reportedly still making up their minds. Call right now and urge a NO vote on Trumpcare. If you've called before, please call again.

Gurman, the president of the American Medical Association. The latest changes, he said, “tinker at the edges without remedying the fundamental failing of the bill — that millions of Americans will lose their health insurance as a direct result of this proposal.”  House Democratic leader, Nancy Pelosi of California, said the money was a pittance compared with the likely need. “It’s a joke,” she said. “It’s a very sad, deadly joke.”

Paul Ryan and House Republicans are scrambling one more time to try and rush Trump's rejected, train-wreck of a health care bill through Congress. Just like the original bill, the new bill would take away health insurance from 24 million people. But the new bill is even worse than the original, because now Trump and the GOP are trying to end protections for pre-existing conditions as well. Their plan would be devastating for tens of millions of Americans.  The White House and Paul Ryan are going all-out to secure enough "moderate" Republican votes to pass the bill this week.  -

We have to stop Trumpcare now—for good—with another hurricane of constituent pressure. Make sure that Republicans hear an immediate and overwhelming outcry so they know that you will hold them personally accountable if they vote for this cruel and reckless plan.

Keep your Members of Congress (MoCs) accountable on health care!

This will not be the last we hear from members of Congress who want to rip away health care from tens of millions of Americans, and weaken patient protections for many millions more. We must stay watchful as opponents will surely try to find other ways to chip away at the law.

Just because there was no vote doesn’t mean our MoC's don't need constituent feedback. Call Scott Tipton's Office at 970-241-2499 or you can email let him know how you feel about his stance (or lack thereof) on TrumpCare. And let him know that you’re going to keep watching out for any new attacks on the ACA down the road. While Trump and Ryan have retreated “for the foreseeable future” (to quote Ryan again), this fight is not over.

Demand Full Transparency in ACA Repeal Efforts

House Republicans are planning to ram through an Obamacare/ACA repeal bill that will jeopardize health care coverage for 32 million Americans. They refuse to share a draft of the bill or any of its details for the public or even other Members of Congress (MoCs) to review. They are also rushing to approve the bill without releasing a formal cost estimate from the nonpartisan Congressional Budget Office (CBO), which analyzes how much federal legislation will cost or save American taxpayers—known as a “score.” Americans deserve an open and honest debate about a bill that will affect 32 million people.

A vote on the bill in two key committees is planned for this week, without a cost estimate, and giving MOCs only a few hours to review the bill. Supporters of the bill want to get it through before they head home for the next Recess (April 8-23). They do not want to face you at town halls and other events in their districts and have to answer questions about their plans for Obamacare. Call Representative Scott Tipton between now and Thursday, March 9 and oppose any congressional action on any ACA repeal bill without a transparent process, including a public CBO score. If you intend to participate in Tipton's Town Hall tomorrow, start formulating questions about how we can possibly support a plan that no one has seen. 

The American public deserves to know the effects of a bill of this magnitude.

If you are not in the Ridgway area, and would like an action for today, consider calling Representative Scott Tipton to ask him why he blocked a resolution that would have directed the House to request 10 years of Trump's tax returns, for review by the House Ways and Means Committee in a closed session. The Committee would then vote on whether to send the information to the House. Don't we deserve transparency and accountability from our President?
